Minutes - November 4, 2004

Chair Church called the meeting to order at 5:05 p.m. and Onnolee Trapp led the pledge of allegiance.

CONSENT CALENDAR
The Board unanimously approved the following items, by motion:

  1. Approval of Minutes of October 7, 2004
  2. Adoption of Financial Statements, September 2004
  3. Approval of 2005 board meeting calendar
Chair Church said that he thought the board did not typically schedule a meeting for August.

Michael Scanlon, Executive Director, said that the August meeting has always been scheduled. However, depending on business, there is usually a summer break.

PUBLIC COMMENT
Jim Bigelow, Redwood City/San Mateo County Chambers of Commerce, said it took two years getting the Measure A package together with the work of elected officials, organizations, groups, individuals, the TA Citizens Advisory Committee, the TA board, the City/County Association of Governments (C/CAG), the cities, the county board and others. Mr. Bigelow personally recognized Howard Goode, Joe Hurley, Onnolee Trapp and the CAC members. With the passage of the measure, the TA can move forward from the current Measure A into the next generation and allows for projects that weren't quite completed under the current measure, to be coming up to speed for 2009 when more money is available. San Francisco, Santa Clara and Alameda have all come in with renewals on their measures and with the MTC resolutions on transit and highways, financing between the counties has come together.

Director Panza, in conjunction with the people Mr. Bigelow recognized, commended Rich Napier of C/CAG who was instrumental in getting all the cities onboard.

CITIZENS ADVISORY COMMITTEE (CAC) REPORT

  • CAC Chair Larry Shaine noted the presence of fellow CAC members in the audience and reported:
    1. Many people on the CAC have been involved, over the last several months, with Measure A outreach by educating the voters.
    2. At the last CAC meeting, Howard Goode, Mark Simon, Jim Bigelow and Jeff Carter were guests.
    3. A consensus was reached with the strategic directional issues regarding how the CAC will organize and work towards strategic planning proactively. An ad-hoc committee was developed with Ken Coleman as the chair and former chairs serving as members.
    4. A nominating committee for the 2005 officers was identified. The vote for officers will take place at the November 30 meeting. New officers will begin their term in January.
    5. The Grand Boulevard Symposium was held October 21. A theme of the symposium was Transit Oriented Development (TOD).
    6. The next CAC meeting will be November 30.
CHAIRPERSON’S REPORT
Chair Church said that over a year ago, the TA began its public process on Measure A and on Election Day, the TA saw the fruits of its efforts. Never before has there been such overwhelming support for a tax measure in San Mateo County or such an unprecedented broad base of support for any ballot measure. He thanked the board, the CAC, staff and all others involved in developing this plan. Of all the transportation measures in the Bay Area, Measure A received the highest percentage of votes.

A short recess was taken and cake was served in celebration of the passage of Measure A.

SAMTRANS LIAISON REPORT
A written report from the November 10 board meeting was included in the packet to the board.

JOINT POWERS BOARD REPORT
Michael Scanlon, Executive Director, reported that at the November 4 board meeting:

  • A public hearing was held for proposed change in fare media. The board adopted the recommendations of the Staff Coordinating Council by:
    • Eliminating the Peninsula Pass.
    • Introducing the San Francisco Municipal Railway sticker
    • Revising the Codified Tariff to bring it into conformance will all current Caltrain fare practices.
  • Chair McLemore congratulated all for the passage of Measure A. He also reported:
    1. The CEMOF Groundbreaking will be held Monday, November 8 at 10:00 a.m.
    2. He will be looking for board members to participate in reconvening the Operating Committee.
    3. The Millbrae train museum was dedicated October 23. It is located in the former Millbrae Caltrain depot. The museum is operated by the Millbrae Historical Society and is open every Saturday from 10:00a.m. - 2:00p.m
    4. The fall 2004 Model Train Show and Open House will be November 6 and 7 at the Santa Clara train depot.
  • Sue Lempert, MTC Liaison, reported that from a regional perspective, the passage of Measure A was important for the short and long terms for public transit and highways. She also said that Measure AA, BART Seismic Safety Bond, passed. With the funds from this measure and funds from Regional Measure 2, this project will not require significant funds from other transportation sources.
  • There was no JPB CAC report this month.
  • This was the fourth consecutive month that revenue and ridership have been up since last year.
    Key Caltrain Performance Statistics for September:
    1. Total ridership went from 691,370 to 808,049 riders, a 16.9 percent increase.
    2. Average weekday ridership went from 28,001 to 31,220 riders, an 11.5 percent increase.
    3. Total revenue went from $1.72 million to $1.97 million, a 14.9 percent increase.
    4. On-time Performance went from 92.3 percent to 97.6 percent.
    5. Shuttle ridership went from 4,018 riders to 4,157 riders, a 5.7 percent increase.
  • The Monthly Safety and Security Report was distributed. There were two fatalities on October 28. The first was at 5:50 a.m. at Linden Avenue in South San Francisco. The other was at 9:45 p.m. in Redwood City near milepost 26. Investigations are underway and indications are that both are suicides. There have been seven fatalities this year.
  • There was a successful emergency operations drill on October 6. Twelve different transportation agencies participated.
  • In October the first 50 additional spots in the Mountain View overflow parking lot became available for customers. An additional 70 spots will become available sometime this month.
  • Pending VTA board's final action, the reconstruction of the Palo Alto Caltrain station will begin. Because the ticket agent will no longer be at the station, an additional TVM will be installed.
  • The Palo Alto Bicycle station will be closed temporarily. There will be 50 additional bike lockers available in the interim.
  • A modified holiday service schedule will be operating on Thanksgiving. A modified weekend schedule will operate the Friday after Thanksgiving.
  • Trains for Tots will run on December 4 and 5. The train will make stops along the Peninsula and, in conjunction with the United States Marine Corps, will be collecting toys for tots.
  • A comprehensive passenger count and survey has been completed to provide input since the Baby Bullet began six months ago.
  • The Board took the following actions:
    1. Approved the 2005 Board Meeting Calendar.
    2. Approved CEMOF Oversight Committee Bylaws Amendment.
    3. Approved the GO Pass Pilot Program for 2005.
    4. Rejected All Bids for San Francisco Bicycle Station.
  • The Board Received the Following Information Items:
    1. Quarterly Capital Program Status and Electrification Report (July - September 2004).
REPORT OF THE EXECUTIVE DIRECTOR
Mr. Scanlon thanked all who were involved with Measure A. He specifically thanked Onnolee Trapp, League of Women Voters, and Ed McGovern, Citizens for Traffic Relief.

Mr. McGovern said that it was a pleasure to work with all involved with the measure. It was a team effort and the Citizens for Traffic Relief could not have done what they did on the political side without the work on the plan from the staff side. He also acknowledged Ms. Trapp for all her help. From tracking polls in May, Measure A was about 73 percent favorable. However, three weeks before the elections, Measure A was tracking 61 percent. Through all the efforts from the campaign, the number came up to 75 percent. On a state-wide perspective, San Diego was still on the cusp at 66.68 percent, San Bernardino had 76 percent and Ventura had 40 percent. For the Measure A campaign, nearly $900,000 was raised, there were 500,000 mailers, 400,000 impression on slate cars, $150,000 was spent on broadcast television and $150,000 spent on cable television.

Mr. Scanlon also acknowledged Legal Counsel for their work and keeping the TA on the education side.
