U.S. 101 Managed Lanes Project North of I-380

Project Information

The San Mateo County Transportation Authority (SMCTA) and City/County Association of Governments of San Mateo County (C/CAG) are proposing to add a managed lane in each direction of U.S. 101 from approximately the I-380 Interchange in South San Francisco to the San Mateo/San Francisco County Line.

Unlike a mixed-use lane where any vehicle can use the lane at any time, a managed lane has a set of rules about who can use the lane and when. Examples of managed lanes include high-occupancy vehicle (HOV) lanes (i.e. carpool lanes) and high-occupancy toll (HOT) lanes (i.e. express lanes).

This project would create approximately 7 miles of managed lanes in each direction on U.S. 101 and would provide a seamless transition to the express lanes being constructed to the south.

The project team is evaluating a range of configurations including converting an existing mixed-use lane or adding a new lane for either HOV (carpool) or express lane use. Converting a mixed-use lane into an express lane would require changes to current California law.

The goals of the project are to:

  • Improve mobility along the corridor
  • Encourage carpooling and transit use
  • Improve travel time savings and reliability for managed lane users
  • Minimize congestion in the mixed-use lanes
  • Provide continuity with the express lane facility south of I-380
  • Increase person throughput (the number of people moved)

Project Schedule:

  • Project Approval and Environmental Review Completion: January 2023
  • Project Design Completion: December 2025
  • Construction Start: January 2026
  • Construction Finish: December 2027

  • Project Approval and Environmental Review: $8 million
  • Project Design: $16.8 million
  • Right of Way: $16.8 million
  • Construction: $308 million
