2022 ACR TDM Program CFP

The San Mateo County Transportation Authority (TA) is pleased to announce the first Call for Projects (CFP) for the Alternative Congestion Relief and Transportation Demand Management (ACR/TDM) Program. At the January 2022 TA Board meeting the first-ever ACR/TDM Plan was adopted to create a consolidated Measure A & Measure W program. The goal of this program is to encourage the use of sustainable transportation options and enhance mobility across San Mateo County.

A major focus of this first CFP is to encourage cities to apply for funding for a Citywide TDM Plan. Plans like these can help identify potential programs and projects that a jurisdiction could consider applying for future funding from this program. Examples of eligible competitive projects include bike parking, vanpools, wayfinding/signage, transit pass subsidies, E-bike subsidies, pedestrian/bicycle crossing treatments near transit, and more. This program also includes separate funding buckets for projects in small/coastal communities and mid/large jurisdictions.

The ACR/TDM Program includes sub-categories, each of which has a standard match of 10% required or a reduced equity-based match of 5% (if located in an MTC Equity Priority Community or Reimagine SamTrans Equity Priority Area). The TDM Projects/Program category also has specific funding goals for small/coastal and mid/large jurisdictions.

Step 1 – Pre-Submittal Mandatory Meetings: Applicants must sign up to participate in a mandatory pre-submittal meeting with TA staff. Applicants should be prepared to discuss plan/project/program overview to determine eligibility, required matching funds, project schedule, and monitoring approach. Please email Patrick Gilster at gilsterp@samtrans.com to request a meeting.

Step 2 – Get Upload Submission Link: Following the meetings with applicants, TA staff will provide the primary point of contact with an OneDrive link where applicants can upload their application and supporting materials.

Step 3 – Upload and Confirm: Applicants must submit one electronic copy of the completed application with all required attachments by uploading all materials to a specific OneDrive link that will be provided. Completed applications must be received no later than May 27, 2022 by 4:00 PM. Late or incomplete applications will not be accepted. It is the applicant’s responsibility to check with TA staff to confirm the receipt of applications prior to the submission deadline.
