About the Board of Directors
The SMCTA board is comprised of city council members appointed by the San Mateo County Board of Supervisors; the San Mateo County Transit District (SMCTD); and the City Selection Committee representing the districts listed below. Members serve two-year terms.
- Northern Judicial Cities: Brisbane, Colma, Daly City, Pacifica, San Bruno, South San Francisco
- Central Judicial Cities: Belmont, Burlingame, Foster City, Half Moon Bay, Hillsborough, Millbrae, San Mateo
- Southern Judicial Cities: Atherton, East Palo Alto, Menlo Park, Portola Valley, Redwood City, San Carlos, Woodside

Board Members
Julia Mates became Belmont’s first directly elected mayor in 2022 and is the first Chinese American Jewish mayor in the U.S. She serves as Vice Chair of the SMCTA Board representing Central County, Chair of the San Mateo County Consolidated Fire Board, and Chair of the San Mateo Counties Library JPA. A Peninsula resident for more than 25 years, Mates focuses on ensuring that local voices are heard regionally, maintaining quality of life, and leading through legislative and economic challenges.

Mark Nagales is a City Councilmember for South San Francisco, representing District 2. He has served on the council since 2018 and held the positions of Mayor in 2022 and Vice Mayor in 2023. Nagales was appointed to the SMCTA Board of Directors in August 2024, representing all cities at large. Born and raised in South San Francisco, he is one of the first Filipino Americans elected to the council. With a background in government and community relations, including work for BART, he is committed to enhancing transportation infrastructure and services in the region.

Noelia Corzo is the first Latina elected to the San Mateo County Board of Supervisors, representing District 2, and serves as a Director on the SMCTA Board representing the Board of Supervisors. A lifelong resident of the county and daughter of Guatemalan immigrants, she is bilingual in Spanish and has worked as a social worker, foster youth advocate, and community organizer. Her priorities include equity, affordable housing, and supporting immigrant communities throughout San Mateo County.

Anders Fung is the Mayor of Millbrae, having taken office in December 2023, and serves on the SMCTA Board representing all cities at large. Prior to his mayorship, he served on the Millbrae Planning Commission, focusing on sustainable development and community planning. Fung currently serves as President of the San Mateo County Asian Pacific Islander Caucus, an executive board member of Peninsula Clean Energy, and on the Legislative Committee and Board of Directors of the City/County Association of Governments of San Mateo County (C/CAG). He is committed to fostering collaboration among cities and agencies to enhance transportation, sustainability, and quality of life across San Mateo County.

Rico E. Medina is the Mayor of San Bruno and has served on the City Council since 2005. He was appointed to SMCTA Board of Directors in February 2021, representing the Northern Judicial Cities, and was reappointed in January 2025. Born and raised in San Bruno, Medina began his career in the city’s Parks and Recreation Department and has been a leader during major community events. With decades of experience in local government and community service, Medina is committed to improving transportation, public safety, and quality of life in the region.
Term: Ongoing - SamTrans Representative
Supervisor Ray Mueller was elected in 2022 to represent the Third District on the San Mateo County Board of Supervisors. Since taking office, Ray has been dedicated to addressing critical issues facing the community, from public health and infrastructure, to housing and public safety. He has been instrumental in launching the Coastside Resilient Infrastructure Strategic Plan (CRISP) that today lists over 100 projects to strengthen coastal protections and led the creation of a pilot urgent care clinic to fill the healthcare gap left by the closure of the area’s only ER.

Carlos Romero serves as Chair of the SMCTA Board representing South County and is a City Councilmember from East Palo Alto. He has a long history of public service locally, including multiple terms as Mayor. Romero is active in regional planning, housing, and transportation initiatives, advocating for equitable development and improved mobility across San Mateo County. He is also engaged in community programs supporting youth, public safety, and local economic development.

Board Meetings
The SMCTA Board of Directors meets monthly to review transportation projects, approve funding allocations, and set policy direction fro the county's transportation future.
The Board meets on the first Thursday of the month at 5:00 pm to determine overall policy for the Authority. Agendas are available approximately one week before the meetings.
Correspondence to the Board may be emailed to Board@SMCTA.com or mailed to 166 N. Rollins Rd., Millbrae, CA 94030, which will be compiled and posted weekly on Friday (holidays excluded). To be included in the Board's weekly correspondence reading file, it must be received by 2:00 PM the day before. For the week of the Board meeting, it must be received by 2:00 PM the day before the Board meeting. All correspondence, including personal information (i.e. names and email addresses), shall become disclosable public records.
