The purpose of the Measure A Transit Program is to maintain and enhance bus, paratransit, Caltrain and other countywide mobility services. Funding can be used for infrastructure project developments and to maintain or enhance operations depending on the specific program.
As defined in the 2004 Transportation Expenditure Plan, Measure A provides all of the Transit Programs with a thirty percent share of the sales tax revenues collected. The SMCTA Strategic Plan 2025-2029 projected that Measure A will generate approximately $37 million per year in available funding for the Transit Program. The below list identifies how much funding each agency/program is allocated from the thirty percent share of the sales tax revenue collected:
Success for the Transit Program is funding more frequent and reliable services within and connecting to San Mateo County. Additionally, success of the Transit Program is maintained operations of paratransit, BART, and Caltrain service as they are able to allocate portions of their allocated sales tax revenue to operations.
How does SMCTA give funding directly to some transit operators?
SMCTA provides some of the Measure A transit funds directly to transit providers each year as "pass-though" which means it does not generally have other oversight over the use of those funds. These programs include funding for the San Mateo County Transit District's (SamTrans/District) Paratransit Program which funds accessible services through the county and for BART's on-going operations.
Bay Area Rapid Transit District Operations (Ongoing)
Measure A provides funding to maintain and operate the Bay Area Rapid Transit (BART) extension in San Mateo County to the San Francisco International Airport.
SamTrans Paratransit Operations (Ongoing)
Measure A provides funding to maintain and enhance bus and paratransit service. Paratransit is for persons with disabilities who cannot independently use SamTrans bus service some of the time or all of the time. SamTrans provides paratransit using Redi-Wheels on the bayside of the county and RediCoast on the coastside.
Dumbarton Rail Corridor Project (in Planning Phase)
Measure A does not currently provide any funding to the SamTrans ReImagine Dumbarton Project. The SMCTA Strategic Plan 2025-2029 indicates that upon completion of the ReImagine Dumbarton Feasibility Study, SamTrans may request the SMCTA consider whether a a preferred project is elgible for this funding.
