Where is the sales-tax transportation money going in San Mateo County?

The San Mateo County Transportation Authority (TA) manages sales tax revenue generated by both the voter-approved Measure A and Measure W.  

Each year, the TA estimates how much money will be generated through those taxes and then makes that money available to TA funding programs like Highways, Bicycle and Pedestrian, and Shuttles. 

Each funding program awards money through a process known as Call for Projects. Below are five signature projects that have gone through that process and are currently under development and will be taking shape in the coming years. 

County of San Mateo - Moss Beach / Highway 1 Congestion and Safety Improvements 

Project Cost: $1.1 million 

Status: Caltrans project initiation document phase. Expected phase completion, November 2023. 

The goal of this project is to improve traffic flow and safety along Highway 1 in Moss Beach. There are three intersections that the plan will address: 

•16th Street 

•California Avenue 

•Cypress Avenue  

Roundabouts, signals, dedicated turn lanes, high-visibility crosswalks, pedestrian walkways, bus stop enhancements, and bike lanes are all part of the proposal.  

Moss Beach of Highway 1

San Bruno - Huntington Bikeway and Pedestrian Safety Project  

TA Funding: $1.4 million 

Status: Design 100% complete. Construction expected to begin in January 2024. 

The project will include construction of a Class IV, two-way cycle track with concrete barrier and installation of streetscape improvements that will provide added safety for pedestrians and bicyclists on Huntington Avenue. The project will complete the bike route connection between South San Francisco and Millbrae and creates the city’s first eastern north-south bike route.

Burlingame - California Drive Bicycle Facility 

TA Funding: $800,000  

Status: Under construction, expected completion date December 2023 

This project will focus on 0.75 miles of Class IV bike lanes along California Drive between Broadway and Oak Grove Avenue, with improvements to the California Drive roundabout, as well. The project will enhance bike connectivity while improving the safety, comfort, and attractiveness of bicycling for people of varying ages and abilities.

Redwood City - Hopkins Avenue Traffic Safety Implementation Project 

TA Funding: $360,000  

Status: Construction, expected completion: September 2023. 

The project includes the permanent construction of traffic calming tools that were installed on a pilot basis. These include curb bulb-outs, speed humps, flashing crosswalks, raised medians, and more. The permanent design also includes the installation of Class IV and II bikeways, intersection and mid-block crossing enhancements, ADA improvements, and speed management improvements such as speed humps, medians and pavement markings. The TA also allocated $840,000 of its discretionary Senate Bill 1 Local Partnership Program funds to this project.

101/92 Direct Connectors 

TA Funding: $10.2 million  

Status: Environmental. Expected completion: July 2026.

There are two direct-connector alternatives being considered to make it easier for eligible vehicles to access the new 101 Express Lanes from Highway 92.  

1) Direct connectors from westbound Highway 92 to northbound and southbound 101. 

2) Reversible direct connectors from westbound Highway 92 to northbound and southbound 101.  

In addition to helping eligible vehicles avoid congestion, the proposed connectors will also help encourage carpooling, private shuttles, and public transit access.
